What is Executive Order No. 64?
In August 2024, President Ferdinand Marcos Jr. signed Executive Order (EO) No. 64. This order gives a salary increase to civilian government workers, including public school teachers, across the Philippines. It updates the old salary rates under the Salary Standardization Law (SSL) of 2019.
The salary increase is divided into four yearly steps (called "tranches") from 2024 to 2027. This program helps public workers keep up with rising prices for food, housing, and everyday needs, while rewarding their hard work in public service.
When Will the Salary Raises Take Effect?
The salary increases are scheduled over four years for National Government Agencies (NGAs), including the Department of Education (DepEd):
- 1st Tranche: Effective January 1, 2024 (applied retroactively)
- 2nd Tranche: Effective January 1, 2025
- 3rd Tranche: Effective January 1, 2026
- 4th and Final Tranche: Effective January 1, 2027
Public School Teachers' Salary Scale (2024–2027)
Under the Expanded Career Progression System (DBM–DepEd Joint Circular No. 1, s. 2025), public school classroom teachers can now move up through seven career levels (Teacher I to Teacher VII, corresponding to Salary Grades 11 to 17) without having to give up teaching to become administrators.
Here is the monthly basic salary breakdown for public school teachers under the Fourth Tranche (starting January 1, 2027):

Master Teachers Pay Progress
Senior educators holding Master Teacher positions also received pay adjustments under EO 64. By the 4th tranche in 2027, their pay scales reach up to:
- Master Teacher I (SG 19): Starts at ₱61,916 to ₱67,895 monthly
- Master Teacher II (SG 20): Starts at ₱69,138 to ₱75,756 monthly
- Master Teacher III (SG 21): Starts at ₱76,594 to ₱84,121 monthly
- Master Teacher IV (SG 21 / Senior Ranks): Can reach up to nearly ₱84,000 monthly, depending on step increments.
Support for Private School Teachers
Private school teachers are also receiving additional government assistance through the Department of Education:
- Higher Teacher Salary Subsidy (TSS): Under the GASTPE Law (RA 8545), DepEd raised the annual TSS for qualified private high school teachers from ₱18,000 to ₱24,000 per year starting School Year 2025–2026.
Fourth Tranche Salary Rates for Other Government Personnel (SG 11 to SG 20)
The salary adjustment covers all civilian employees across the Executive, Legislative, and Judicial branches, as well as State Universities and Colleges (SUCs). Below is the 4th tranche salary table for Salary Grades 11 through 20:

New Allowances and Welfare Benefits
Beyond basic monthly pay, EO 64 and complementary laws introduced important new financial benefits for teachers and civil servants:
1. ₱7,000 Annual Medical Allowance
Starting in FY 2025, qualified civilian government workers receive a yearly Medical Allowance of up to ₱7,000. This is a 1,300% jump from the previous ₱500 allowance granted in 2020. Teachers can use this subsidy to enroll in Health Maintenance Organization (HMO) health plans or access direct medical assistance.
2. Doubled Teaching Supplies Allowance ("Chalk Allowance")
Under the Kabalikat sa Pagtuturo Act (Republic Act No. 11997), the annual tax-free allowance for public school teachers was increased to ₱10,000 starting School Year 2025–2026. This allows teachers to purchase classroom materials without paying out of their own pockets.
3. Overtime Pay and Administrative Relief
DepEd issued formal guidelines ensuring public school teachers receive proper payment for overtime work performed beyond standard teaching hours. Furthermore, administrative paperwork for teachers was reduced by 57% to allow them to focus more on classroom instruction.

Who Is Covered?
- Regular, casual, and contractual employees in the Executive, Legislative, and Judicial branches.
- Employees in Constitutional Commissions, State Universities and Colleges (SUCs), and non-exempt Government-Owned or -Controlled Corporations (GOCCs).
- Local Government Unit (LGU) personnel (subject to their local government’s budget capacity and local council approval).
Who Is NOT Covered?
- Job Order (JO) and Contract of Service (COS) workers without an employer-employee relationship.
- Military and uniformed personnel (covered by separate base pay rules).
- Private consultants and independent contractors.
- Top elected officials (President, Vice President, and Members of Congress) during their current term of office.
The fourth tranche of EO 64 represents the final step of the government's 4-year salary increase plan. Public school teachers and government employees should monitor announcements from the Department of Budget and Management (DBM) and their respective administrative offices for official Notices of Salary Adjustment (NOSA) as each tranche takes effect.
